Judging from the space between the top tube and the down tube at the head tube, I would have guessed this to be a bigger frame. It could be that the combination of extended head tube and 26" wheels contributes to the illusion. I guess really hard to tell from photos, but here is an Atlantis that was linked in another post and is listed at 61cm:
