You seem to have a very good grasp on what could possibly go wrong with the eBay wheels which, as you said, are the "budget price" wheels. If you know how to stress relief and equalize tensions you may be able to get them reliably true. The Zac 19 rims are based on the Rigida Sphinx extrusion. As a matter of fact both Weizmann and Rigida are owned by the same company now so the Zac 19 is a rebadged Sphinx. Hubs wise you got what you got and thats a very inexpensive hub. Nothing to be done about it. As far as fitting tires on these rims, it depends on the tire. Deep well rims do have problems locking the tire beads. You may need to build the well up.
