You should have a reflective vest or something similar on your body, and it does no harm to cover your helmet with reflective stickers. Reflective tape on the rims or tire sidewalls are also good. Your headlight is your tool to light up the road. If you are counting on your headlight for "being seen", you probably could do a lot more than re-position your headlight. If I was determined to incorporate a lamp mount on my F-15 rack I would bolt one of these lamp mounts: https://www.rivbike.com/collections/lights/products/edelux-light-mounts onto the front of my F-15 rack. The front tips of the F-15 rack are M6 bolts. Unscrew one of those and bolt the lamp mount right there. That takes away your ability to remove your BarSack when you park your bike, but I never remove my BarSack when I park my bike.
