I have a very similar Revelate Harness

and add-on pocket, and it's a great setup that's easy to mount on many
different bikes/bars.
Mine is an earlier model that uses the same type of foam spacers as Bill's
new bag.  They're spacers, and they smoosh a bit to grip the bar more
securely.

I use the Harness on my bikes that lack eyelets for a front rack.  I
carried ~10 lbs (tent, air matt, sleeping bag) on it on drop bars (42 cm
Salsa Cowchippers) on a local S24O.  It handled great and still left room
all through the drops for my hands.
