Yes, there could be a lot of vertical space between the rack and saddle with a 95 pbh. But, the large saddlesack is LARGE. I bet it would fill up that space with bag to spare.
You could add in the Nitto saddle bag quick release <https://www.rivbike.com/products/nitto-saddlebag-grip-quick-release-r50-20109> (or make your own DIY version with a QR axle) to take up a bit of that space as well.
