There is no reason to guess or speculate.  When you put a rear wheel into a 
frame and it's obviously off-center like that, the thing to do is put it in 
again, flipped over.  

If it's off to the RIGHT when you install the wheel correctly and then off 
to the LEFT when you put it in backwards, then the wheel is out of dish.  
If it's off to the RIGHT when you install the wheel correctly, and then off 
to the RIGHT again when you put it in backwards, then you have a frame 
alignment problem.  

Your hub looks correct.  Do not try to fix the dish by swapping spacers.  
You'll just mess up your shifting later in the build.  First confirm that 
it is in fact the dish of the wheel and not a badly out of whack frame.
