It's a Nitto rack, so it will be of the highest quality.  It will carry WAY
more than the conservative rating from Nitto.

If your front panniers can hang on the middle rail of the 35F (and you can
adjust the lower attachment point to hit the lower rail), then I think your
front load would still be pretty near the center of the hub.  Perfect for
handling.  I know my Ortlieb Sport Packers could be adjusted to fit, maybe
even Ortlieb's full size rear panniers.

I did some on-road touring with panniers on a Nitto MT-Campee F20 front
rack (the one with removeable low-rider frames). In my opinion, the load
was so low that the front handling was over-stable (resistant to turn).
Great for no-hands riding but it kinda fought me in turns.

I would also consider the Nitto 34F aka Rivendell Big Front rack.  Both the
35F and 34F have a big top platform and multiple cross rails.  The 34F does
get in the way of wheel removal; you have to remove the QR skewer to clear
the lowest rails.
