Yep, I've seen folks using the saddle loop straps to attach to a handle bar. Then you just need something to keep the bag away from the head tube and tire. Surly's platform rack looks good.
However, I think a randonneur or porteur style front bag would be more useful (in the long run), just because it's designed for access while riding. The flap of the saddlesack will open away from you.
