I personally like wider tires on 700c best. 44+ on 700c is preferred. For me the whole perfect handling based on rim size to tire width does not register. I like the feel of a large wheel and tire. I am also not sold on low trail geo either. Especially for not for mixed terrain riding. It is to me more about personal preference rather than alleged science. Wheel size relative to frame size/requirements makes more sense to me.
regarding fatter 650b vs skinnier 700c that choice depends on intended application application.
