It's the vertical distance between the center of the crank and the top(?) of the head tube, so it gives *some idea *of how tall the front end will feel. I emphasize "some idea" because factors like BB drop, frame reach, head and seat tube angles, etc. can make the same stack number feel wildly different...and that's before you even move the quill stem up/down!
