And thinking about it more, I think just a couple leather standoff things 
might work with a Carradice Camper.
These are typically used with the seatpost strap on a saddlebag, but might 
work fine to lower the bag, but still keep things tight.

I was able to get everything tight and secure as I used a very dense/stiff 
leather.
