I don't know, Joe. How are you supposed to treat a paint job? You rides 
your bike, the paint comes along (or, every now and again--off) for the 
ride. When I look at it, I see a gorgeous blue, the paint looks just fine, 
especially for a 10-year-old bike. The owner apparently has a slew of 
collectible steel, so I suspect the Riv may not have been ridden all that 
much. I'd let my heirs worry about restoring that puppy. But yeah, at that 
asking price, the scrapes and scratches will be a point a prospective 
buyer, if so inclined, could use for negotiation, no doubt. In today's 
market, cosmetic condition notwithstanding, the bike seems overpriced, even 
for a Rivendell.
