I like pneumatic tires because they are quieter. Some like plastic because they are lighter. Probably doesn’t make a huge difference, though pneumatics might last a touch longer. I always have pushed my kids a bit faster into the next size bike than I probably should... three kids in I am getting better. Let them lead the way, to tell you when they want to move up tot he next stage or next size. CL should have several options for skuut, strider, etc. I would offer $30 cold cash for a good quality one. Like others have said, the transition from balance bike to pedal bike is super easy and smooth. Good luck!
