If your rear saddle bag isn't going to hold too much weight, then maybe try 
rigging up the "peck deck" ala Ultraromance. Here's a link to pics+text of

I think different sizes of long-wheelbase Riv's have different rack mount 
positions. Some with mid-seat stay mounts might work well with R14, Mark's 
rack, etc.
