If you have (or can lay your hands on) a worn out tire, cut a fair sized piece 
of casing from it and glue it to the inside of the tire with contact cement. 
Should be fine with a tube. Regarding tubeless I’m ignorant but it might work 
fine that way too as long as the doner tire is tubeless compatible.
