Jim, Wine cork & whatever can work & work very well; I've made spacers out of a variety of things, but what I will suggest in this instance is something different.
Try threading in a long screw, but instead of a cork or spacer, install a fairly stiff spring! The spring will keep the fended in place, but move out of the way should something get jammed in there OR have a little give should you need it when removing the wheel..
