I have both Ortlieb and Arkel handlebar bags on different bikes - in fact I have mounts for the Ortlieb on two bikes and for the Arkel on two bikes. Both bags work well - they click on and off the mounts quickly, and are perfectly stable in use. I use the padded Ortlieb camera insert in both bags, as I use them for carrying camera, small binoculars, phone, powerbank, passport, etc when touring.
I also contributed a kickstarter pledge for the Route Werks bag ( https://routewerks.us/), but as I don't have it yet I can't comment on how well it works.
