Saddlebags, even the better Rivendell designs, are going to sway somewhat unless supported by something underneath, and they may well brush the back of your thighs. Neither bothers me, though I prefer rack and panniers for allowing me easily to vary cubic capacity with load to be carried.
I've never found that saddlebags affected the handling a great deal unless you had a huge weight in a very large Carradice-type bag, when sway could affect cornering, but IME, not so's you'd really care about it.
