Check the Things You Might Like thread for my Quad Lock mounted to a Tosco with the direct (not out-front) mounting. Not exactly what you're looking for, but I can vouch for how stable and awesome the product is. The Out-Front looks like a great solution for getting the phone in front/over the stem.
