2003 might be the wrong year all right, but the 1997 All-Rounder I own has much plainer lugs and is Waterford-built. And it doesn't have that reinforcing collar on the head tube. I think you're right, Joe , that it looks like an all-rounder, but maybe one from the late 1990's /early 2000 when they were semi-custom?
Unless there was some catastrophe of some kind, if it is indeed a full custom, I can't see a JB paint job needing a repaint after a year. I am pretty sure anyone who orders a custom with the aforesaid expensive JB paint job is going to devote a lot of time thinking about the color. I know I did. And I know you did, too.
