Joe, you’re probably right that it is a 52 and the owner was measuring c-c or something. If it were closer to a 54-55 size I’d be inclined to try to negotiate a more reasonable price. That bike looks like it could use some love.

I don't have a FB account but I downloaded the screen shot and saw the 531 decal ...and the lugs. $3000.00. Too much? Someone might want to cover over owner's initials , which was an option at the time. Nice bike. 26" wheels? Looks like a sub 56cm size but just guessing

Haven't ridden mine much lately , but I'm loath to part with it.
