MSDOT has on-line county maps in PDF (also available in printed form) that distinguish between unimproved, gravel and paved roads. http://tinyurl.com/5gvsvc They are kept up-to-date as they are used for road maintenance planning. I assume every state has something similar if you know where to look, although I tried three at random (CA, MI,MA) and came up empty.

In developing areas, the maps tend to be a little out of date, but if you're looking at the backcountry where things don't change much they can be very helpful.
