I have a set of the mini short-stack panniers. I really like them. Very well made and easy to use. I use at least one bag every work day to commute, rain or shine. My stuff inside the bag has never gotten wet. I ordered my bags made with the waxed cotton. Also, I really use the zippered top pouch and the side pouch a lot. I highly recommend them. I realize that the mini's are designed to be used on a front rack, but I use them on rear racks. There's plenty of volume, and the lid extends for over-loads.
