I have Riv's "Jack Brown" Blue Label 33.333mm width tires mounted on Mavic MA-2 rims (Inner Bead Width: 13.8mm, Outside Rim Width: 20.3mm). The Mavic MA-2 700c/622mm 36 hole rims were re-sized to a 26" 32 hole mountain bike rim by Keith Bontrager in the day, so I assume it should handle a 700c tire up to 35mm (properly inflated - NOT under-inflated!). Jan Heine also used the Mavic MA-2 rim for his tests of the Grand Bois 32mm Cerf tires.
