A few more points...

I usually close the brake very slowly and look closely to verify that the
left and right pads make contact with the rim at the same time.  An out of
true rim, of course, defeats that, meaning that the brake (and attached
rack) will move back and forth while stopping, pushed by the rim.

Trying to center the brake by successive tightening/loosening/retrying can
be frustrating.  Nicer brakes often have a small centering screw that
rotates the entire mechanism a little bit, so that you can perfect the
centering.  If not, you can tighten most of the way, center it by hand
(rotate it after tightening), then give it the final snug.
