Rivendell started a serial # database a little while ago here:  

  https://www.rivbike.com/Articles.asp?ID=323

but I don't think it includes location of owner, only location of purchase 
(Riv HQ, dealer, or previous owner).    Anyway I think it's a pretty cool 
idea.
