When we put 26mm-clamp interrupter levers on my daughter's new build, to 
space them onto the 23.8mm bar, I cannibalized the rubber liners for a pair 
of large P-clamps, and they worked Perfectly - exact fit in the clamps.

filled the gap on the bar with yellow twine wrap.
