Brian Chapman of Chapman Cycles in Providence, RI, has built a very nice 
touring bike with a fork lock.  Photos of the lock don't show up on his 
website http://www.chapmancycles.com but if you look closely at the bike 
with the trailer here 
http://www.chapmancycles.com/2013/09/le-cirque-du-cyclisme/ you can see the 
fork lock on the back of the head tube.
