It is very clearly stated in the Rcpp FAQ what you can and cannot use.

If your chosen compiler cannot compile R sources, and hence R packages,
please complain to its vendor instead.

To paraphrase:  "For everything else, there's GCC" -- so use MinGW on Windows.
