The operator needs to re-load a rocket tube after firing it, because 
each tube is only allowed to hold one paintball and there is no 
"magazine" associated with them.

Basically, the trade-off between artillery and rocket launchers is as 
follows:  artillery can fire 10 rounds, but only one round at a time; 
while rocket tubes can fire only one round, but multiple tubes can be 
fired at the same time.

Personally, I think that a high-speed wheeled vehicle equiped with a 4 
to 8 tube rocket launcher would make a very interesting terror weapon on 
the battlefield.  Such a vehicle (or pack of vehicles) would definitely 
keep individual tanks from roaming too far away from their supporting 
fire power.
