Neil,

That joystick is a potentiometer based device.  A potentiometer is not an 
on/off switch.  This stick provides a variable voltage feedback to the Tx's 
processor which reads the voltage coming off the two pot's to determine the 
sticks position.

What you want is an on/off joystick which is a device that closes an array 
of switches.  The old Atari joysticks were like this or you can buy this 
one:
