NLM has discovered that due to an unexpected programming setting, the 040 $e in 
our bibliographic and authority records was being stripped in the distribution 
of our RDA authority and CIP records, being created as part of the national 
testing.  Therefore users may be seeing what appear to be unusual hybrid 
records with Leader byte 18 of "i", and other fields associated with RDA 
(namely 336, 337, and 338 in bibs) but lacking 040 $e rda.  In some instances 
when the records have also gone through LC CIP processing, LC has changed the 
leader byte to "a", but left the other RDA fields in the records.

We have identified the problem records and are working with LC and OCLC to fix 
the errors, and have adjusted the programming on our end to avoid this problem 
in the future.  My apologies for any confusion this may have caused.
