To me, there is no reason to consider the first work in a complilation
as more important than any other.  I think (unless all works in the
collection are by one author) we should enter under collective title
(assigning one if lacking), and record all or none of the contained
works in contents and tracing.

I hope most libraries will not limit themselves to core, and this
particular problem of preference given first work will not occur.
