Okay, I think I have a plan for doing this.  Anyone care to comment?

Use EncFS to expose an encrypted and non-encrypted FS on my local machine.

ie. /backup and /backup-raw.  /backup-raw would be the encrypted
version.  /backup is the unencrypted version.  rdiff-backup would be
configured to write to /backup.

Each night after rdiff-backup runs I would use standard rsync to
duplicate the full /backup-raw to the remote site so all the files
offsite would be encrypted.

That is sounding fairly safe and reasonably bandwidth efficient.
