Quite possible they were home-made, or at least "semi" homemade in some garage "factory".

The fact that they apparently used some kind of non-bonded plastic sheet to cover the cells instead of glass tells me it was a low-budget, low tech panel.

Yeah, spooky pictures.  Certainly that was non-glass glazing.  I can make
out a way too unsecured wire at the top left of the array but that might
have been secured before the conflagration event.

Could these panels have been "home made" by someone in their garage?  I
regularly loose cells for sale on E-Bay and in the back of home power.
Someone's buying them.
