Is there a lightning arrestor of any kind installed? If so, check for continuity (ohm out) between the leads of it; there should be none. If there is continuity the device can be replaced and the turbine will be up and running.
If the arrestors get fried, they can act like a shunt across the 3 phases of turbines which acts like a magnetic brake. My 2cents.
