Array Technologies makes a robust tracker but with the price of PV being so low, why wouldn't you just add more pv on fixed racking? Trackers require some maintenance, have a hard time with high winds, have electronics that don't last forever, etc.
Your application may really require a tracker for some reason but I'd go with robust fixed racking with a relatively steep tilt angle for snow shedding.
