To clarify Jason's point, there is a way to connect the Envoy to a WiFi network without using the Installer Toolkit app. You can hold the top button down for 3 or 4 seconds, which will put the Envoy into WPS mode. If the home's router also has a WPS button, you can also hold that button down for a couple seconds to start WPS mode on the router. If the two buttons are pushed within a couple minutes of each other, then a WiFi connection will be established without having to enter the WiFi password manually. One advantage of WPS is that the Envoy will maintain a connection to the router even if the WiFi password is later changed.

This is how we always used to do it. You would need to establish an Internet connection using an Ethernet cable or an Ethernet bridge. I don't think you can connect the Envoy to Wi-Fi without the Installer Toolkit. On the old Envoy's we used USB sticks for Wi-Fi, but the new ones have built-in Wi-Fi. So in short, the Installer Toolkit is light years better, but it isn't 100% necessary. If you want Wi-Fi you need the Installer Toolkit.
