WrenchesYes HOA's might be able to restrict pv under state law depending on 
your state, in Hawaii the rule is multi-family joined over 2 stories  they can 
say no, they can also restrict size to. You need to read the AOAO rules, know 
the state law pertaining  to your particular type of structure. They may be 
wrong but you need to be prepared to go to the board meetings and get answers.
