Hello,
I am trying to wrap my head around the wind tax credit 2019 vs. 2020 and as it 
relates to my customers situation in concert with PV.
I am in the middle of designing an off-grid power system, battery/inverter etc. 
My customer has contracted separately for a 30kw wind generator. They told me 
they have taken a 30% tax credit for the wind generator in 2019, even though 
only the foundation is in at this point, and the 2019 wind credit rules allow 
this as long as it is operational in the next 5 years. I don't know if this 
accurate, since they are several degrees removed from their tax advisors.
Enter 2020. The wind credit is now under the same rules as the PV credit, I do 
believe, and is 26% this year. I have suggested that PV be added to the 
battery/inverter system so it can be eligible for the 2020 26% credit along 
with the PV. This brings down the cost significantly. So questions remain:
1) are the power components already eligible under the 2019 wind energy tax 
credit? Nothing has been contracted for yet in 2020.
2) if the answer to 1) is yes, then PV is not required to have the additional 
components covered under the tax credits, unless the components are not 
considered related to the wind credit since they weren't claimed in 2019.
3) if the answer to 1) is no, then we need PV to claim the 26% credit for 
battery/inverters in 2020.

I don't expect to find any tax experts on this list, but perhaps some light 
could be shed nevertheless. This is somewhat unique, and I can't find much 
guidance on it online. Thanks.
