check the page size, if it is set to A4 and you get;

595 x 842 it's pixels or points

212.4 x 300.6 it's millimeters

if you get 421 x 297 the person is scaling it by 200% in the print setup

This is a wild guess but could it be a inch to metric conversion issue?

Is there something different with a USA Windows printer setup then compared to other countries?
