Thanks Dennis. Unfortunately, HierPop only supports icons on Macs.
The good news is that it may be a reasonable framework for adding additional
Win32 calls (including SetMenuItemBitmaps) to get the pics to show.

From looking at the properties available, it appears that HierPop may
allow you to do this. I haven't tried it myself, so you'll have to
give it a go yourself -- unless of course somebody who has tried this
speaks up.
