The same nice person helped me figure out what was going wrong. It
seems that the HTMLViewer can't be used unless it has all of the Lock
checkboxes selected.

When run, it opens two windows. One can be resized and continues to
work, while the other window will not respond to scrollbar
mouseclicks when resized and also has all sorts of refresh issues.
As far as I can tell, the two windows are identical. Weird.
