I'd like to change by code the date and time settings of my computer (i.e. without accessing the Time Control Panel).

If you are writing code for your own personal use then what's wrong with using the Date and Time Control Panel?

If you wish to adjust a user's Date and Time, then I would consider this a No No.

If you wish to get the offset of the user from GMT or some other time reference then there are declares to do this.
