I think that for RAD you should also look into one of themany MVC
frameworks that are developing for PHP as well, it can greatly speed
up your development time and stability. I am preferential to
CakePHP.org (for one because of client demands I am still developing
for php 4.x as well as 5) though there are a lot out there worth
looking into.
I also live in TextMate and also like Zend (provided by a grateful
client) Though the PHPEclipse is really nice to work with as well

Zend Studio (quite pricey, but actually the most used IDE for PHP),
Eclipse with PHP modules (free), TextMate (which I love, I use it
for everything from CSS, XHTML to Ruby on Rails, it's shareware and
you can have a 30-day trial).
