Unfortunately it's a bug, a nasty one that was added to my list of "Bugs that prevents me using RB2006 series". This problem also happens with the new line key on textarea fields (it adds two lines instead of one) and on drop-down boxes when using the arrow keys. I did not test it with 2006r3 because I'm not using it, but it happens the same with 2006r2 on Windows 2000 and XP.
