This is really a major bug.
This code in 2006r3 and newer does consume 30-40% cpu doing nothing:
Wonder if this is also related to the IDE consuming 20% usage after
running or building an application since that is threaded.

I tested what you described and I also get a 40% cpu usage after
first compile attempt even after closing application.
