Thanks for the domain. I checked out their web site plus many of their reports and couldn't find anything about 4-digit area codes.

My mistake. I checked again with out video routing people and now have a better explanation. The Internet2 uses a two-tier addressing scheme, where the first tier gets you to a regional network gateway and the second is a normal-looking 10 digit phone number. The first part is variable length. So, no 11-digit phone numbers on the horizon. Yet.
