I am having trouble getting MouseUp events on Windows at present,
trying to debug. I am definitely returning true from the MouseDown.
This is a bug introduced by recompiling code from RB5 in RB2006r4 and
is only affecting a Windows build.

To get the Mouse Up event to fire you must return True in the Mouse
Down event.
