What version of RB are you using ?
In 2006 and up there is a GMT offset already as part of the Date class
The trick then becomes converting one time in one timezone to one
in a different timezone
I've done stuff like this but I'm not sure I have any code I can
give you
Each OS has a way to get the current GMT offset but not necessarily
one to get the GMT offset on a given date
However, in RB 2006 you can use the Date class to figure it out for
an arbitrary date
I have an example of the Declares required prior to 2006r3.
